He is a graduate of the University of Buffalo and the Benjamin N. Cardozo School of Law. Prior to his legal education, Lev served as a staff member for U.S. Senator Arlen Specter, and as a staff attorney with T-Mobile Communications, handling real estate leasing and title issues. Most recently, Lev served for seven years as attorney and staff supervisor with the former Governors Office of Regulatory Reform (GORR). At GORR, Lev handled stakeholder outreach and regulatory oversight over numerous State regulatory agencies. Program Overview: The NYS Governor has proposed significant reform in both the Workers Compensation system and the Unemployment Insurance system. The NYS proposals, now in negotiation with the two houses of the Legislature are meant to control the spiraling costs of the workers comp system and to pay off the $3.5 billion debt to the federal government in the unemployment insurance system. Discussion will cover; the outcome of these negotiations and what will be the law of the land on these subjects, and the work both administratively and legislatively that will continue to lower costs for employers in the workers comp system and reform the hearing process in both systems.
